Devin has managed and evaluated multi-billion-dollar investment portfolios, held senior finance roles within local governments, and advised businesses on budgeting, forecasting, capital planning, development feasibility, and financial strategy. He founded CEM Insights to bring that breadth of experience to organizations that need sophisticated financial thinking but may not need, or want, a traditional full-time finance executive.

That combination of public and private experience lets him evaluate an opportunity from several perspectives at once: financial, operational, organizational, and market-based.
